A new and positive era of environmental policy has arrived with the passing of the Product Stewardship Bill on 22nd June 2011. Now proclaimed as an Act of Parliament, this landmark legislation will provide unprecedented powers to ensure that the recycling of end of life (EOL) TVs and computers is effectively mandated on a national basis.
After many years advocating for intelligent legislation, and delivering successful pilot projects, the TV and ICT industries welcome the Product Stewardship Act and congratulate the Government and Parliament on this significant reform. The first sectors to drive this new age of action on product take-back and recycling are the TV and ICT industries. With funding and implementation to come from TV and computer manufacturers and suppliers, Australia is poised to benefit from an industry-led collection, recycling and community education initiative.
The creation of the Act enables TVs and computers that would otherwise be lost to landfill and illegal dumping to be recovered and recycled. The majority of materials in these obsolete products can be recycled and re-processed for use in the manufacture of new goods. Industry’s efforts to collect and recycle EOL TVs and computer equipment will now be facilitated through the Act, which will essentially divert hundreds of thousands of TVs and computers from landfill every year.
AIIA-PSA consists of two peak industry bodies that are working together to address the ewaste problem and to establish an implementation-oriented ’Product Stewardship Organisation‘ or PSO (Australia and New Zealand Recycling Platform – ANZRP), which will manage collection, recycling and education programs on behalf of its member companies under the National TV and Computer Product Stewardship Scheme. Product Stewardship Australia (PSA) is a not-for-profit, industry-led organisation committed to TV recycling and the need for Product Stewardship policy reform and smart regulations. The Australian Information Industry Association (AIIA) is the nation’s peak industry body for the technology sector and has also been a key player in running the Byteback IT recycling initiative in Victoria, and advocating a national solution for ewaste. AIIA sets the strategic direction of the industry, influences public policy and provides members with productivity tools, advisory services and market intelligence to accelerate their business growth.
Product stewardship is an approach that ensures a product’s environmental impacts are responsibly managed across the entire life cycle – from materials choice and manufacture through to appropriate recycling and disposal. The Product Stewardship Act and associated (forthcoming) regulations, will seek to ensure that all those involved in producing, selling, using and disposing of products have a shared responsibility for the sound management of those products. This means that producers, retailers, consumers and local authorities, among others, all play a part in diverting obsolete TVs and computers from landfill, and maximising resource recovery. In this context, ‘sound management’ means management to reduce the impact of a product or material, throughout its life cycle, on the environment and on human health and safety.
